Shelly is a generally formal and reserved person, having been raised to be that way ever since he was a small child. Most of the time he appears quite stoic and might seem rude at times but in reality he is quite a respectful person.

As a teacher at Anaheim Junior Academy, most students find him intimidating due to his appearance, and some knowing of his family history. However, those who take the time to get to know the man will learn that he is actually quite kind. He cares about his students dearly and though some might find him strict he just wants them all to be on the right path.

Another thing worth noting about Shelly is his love of seashells, which is quite humorous given his name. He loves to collect them and place them as decoration pieces in his classroom as well as his home. They are quite beautiful to him and give him a sense of peace and serenity.

Shelly comes from a family of Espers, each of which are aligned with the Anaheim Police Force to work as assassins of particularly problematic and destructive Apaths. For awhile, Shelly went along this road his family carved out but always felt that it was wrong to do things this way. By no means was Shelly a violent person, but simply put, he would do what was asked of him in order to appease his family. After all, this was his family name on the line.

After a bout with an extremely strong and destructive Apath, Shelly lost his left arm at the age of 17. Rather than get a synthetic arm and continue work with the Anaheim Police Force, Shelly ultimately decided to 'turn in his badge' and instead aligned himself with Scepter. With Scepter, he could play more of the defense and moral role that he had always wanted to as a small child. Due to it being more of a freelance organization, Shelly is free to do whatever he pleases so long as he gets his work done every once in awhile.
